The Race Relations Act gives local authorities a duty to eliminate racial discrimination and encourage good race relations in all areas of their work. The aim of the standard is to ensure that all local authorities, including joint boards and joint committees, fulfil this responsibility consistently. Note: 'Racial Equality Means Quality' has no official status as a performance indicator in England or Scotland. However, in Wales it was one of the National Assembly for Wales's performance indicators for 2003-4. In England, the official indicator is now the Equality Standard for Local Government. In Scotland, no official indicator has been adopted.
