These limits may be used to assess whether beneficial uses of surface water or groundwater are likely to be impaired or threatened.

Explanatory Staff Report
Also available is a staff report that explains, with examples, how the limits in the Water Quality Goals database may be used to derive assessment thresholds based on California's water quality standards. A summary of relevant statutes, regulations, plans, and policies and a list of references are included. The staff report is currently under revision. The text from the August 2007 Edition is still available.
