Qns. What is the format for preparing state proposal?

Ans.

FORMAT FOR PROPOSAL TO BE PREPARED BY STATES

1. Technical/Engineering Education System

a) Vision for technical/engineering education system in the State.
b) Role which the technical/engineering education is expected to play in the economic and social development of the State and the nation
c) Goals for quantitative expansion and specific areas/disciplines on which the State wishes to focus
d) The present and future roles of public and private sectors in financing of technical/ engineering education
e) How the State is currently addressing equity issues and how it plans to further improve equity in the State
f) Present and future role of the State in promoting interaction of institutions with :
- Community
- Formal sector of the economy
- Non-formal sector of the economy
(The proposed Project aims at two-way flow of benefits. Institutions, staff and students benefit from the interaction in various ways; community and economy get benefited from expansion in the reach and quality of services offered by institutions. Please see Working Document of the NPIU for further guidance).

4. Implementation of Reforms: For the reforms listed under (2) above, describe how: (a) each of the reforms would be brought into effect through policy support, and/or administrative and procedural reforms; (b) the reforms would be implemented, (c) implementation of reforms would be monitored at both the state and institutional levels; and (d) the effectiveness of the reforms in bringing about the desired changes would be evaluated.

5. Give the proposed Project Management Structure (s). Also give: (a) structure of the SPFU, (b) its key staff positions and how these will be filled; (c) role of SPFU; (d) forward and backward linkages of SPFU; and (e) how the SPFU plans to organise various audits (quality, efficiency, financial)

6. Finances: Give (a) budget provision already made; (b) proposed frequency of releases for both the non-plan and plan funds including project fund; (c) procedure to be adopted for fund releases, (d) monitoring fund utilization, etc.

7. Government Orders: Attach a copy of all existing Government orders related to any aspect of the reforms listed under item (2) above. The copies of orders should be in Hindi or English


FORMAT FOR STATE REPORT FOR THE APPRAISAL MISSION

(The total length of the document should be around 40to 50 pages)

1) Technical Education Scenario

Please give details on the following:

a. Technical Education System in the State and how it is managed and funded (give budget allocations for the 8th & 9th Plans)

b. Provide data on the following format:

Engineering Degree Institutions/Engineering Polytechnics

Please give details in 4 to 5 pages, focusing on the present and future industrial activities that require/would require high quality and highly specialized technical manpower.

3) Need for the Project

Please give justification for participating in the project in non-financial terms in 2 to 3 pages.


4) Please describe the actions taken/initiated to implement the following:

p) To sponsor Government funded and aided, and private unaided engineering institutions that meet the prescribed eligibility criteria for participation in the Project through open competition.
q) To accept results of open competition for selection of Lead and Network Institutions by a National Committee.
r) To support both academic and non-academic reforms to be carried out in the selected institutions.
s) To provide the agreed required financial support to the selected institutions and seek reimbursement as per norms.
t) To provide funds to private institutions in accordance with an agreed mechanism for loan repayment by institutions.
u) To accord academic, financial, managerial and administrative autonomy to the selected Lead Institutions.
v) To accord financial, managerial and administrative autonomy to selected Network Institutions.
w) To permit the selected institutions to increase recovery of the cost of education from students.
x) To change pattern of fund releases to block grant basis.
y) To permit the selected institutions to generate, retain and utilize the generated revenue.
z) To permit selected institutions to establish Corpus Fund, Staff Development Fund, Depreciation/Renewal Fund (for equipment replacement) and Maintenance Fund (for maintenance of equipment and buildings) and issue guidelines for proper management of these funds.
aa) To permit total participation of the institutions (all staff and students) in community and industry service.
bb) To formulate a policy for enabling institutions to fill all teaching and staff vacancies.
cc) To continue supporting needy students as per current Government policy and practice.
dd) To agree to implementation of the provisions of Tribal Development Plan as envisaged under the Programme

5) Financial Preparedness at the State level

Please give details on budget allocations/provisions made by State in the Annual Plan 2002-2003 and for the 10th Plan.


6) Proposed arrangement to finance Private Institutions

Please give details on modalities worked out by the State to fund Private Institutions.
