The race equality duty

Codes of practice

The CRE has produced a statutory code of practice, and four non-statutory guides, to help authorities in England and Wales meet their duties under the Race Relations (Amendment) Act 2000. Each publication is described below.

The code and guidance are also available available in Microsoft Word (.rtf) and Adobe Acrobat (.pdf) formats.

Downloadable versions of these publications are available free of charge from this page.

You do not need to seek our permission to use them (or excerpts from them) non-commercially in the context of promoting race equality, but you will need to read our terms and conditions first.

You must seek our permission if you plan to use these publications for commercial use; for example, as part of a training pack published by a private company.

The Race Relations Act gives local authorities a duty to eliminate racial discrimination and encourage good race relations in all areas of their work. The aim of the standard is to ensure that all local authorities, including joint boards and joint committees, fulfil this responsibility consistently. Note: 'Racial Equality Means Quality' has no official status as a performance indicator in England or Scotland. However, in Wales it was one of the National Assembly for Wales's performance indicators for 2003-4. In England, the official indicator is now the Equality Standard for Local Government. In Scotland, no official indicator has been adopted.
