Mumbai Urban Transport Project

As a sequel to the Bombay Urban Transport Project (BUTP) which was completed in the year 1984 at a cost of about Rs. 390 million, the MMRDA has formulated a multi modal project viz Mumbai Urban Transport Project (MUTP) to bring about improvement in traffic and transportation situation in the MMR with the World Bank assistance. MUTP envisages investment in suburban railway projects, local bus transport, new roads, bridges, pedestrian subways and traffic management activities. Mumbai Rail Vikas Corporation (MRVC), a joint venture of Railways and Government of Maharashtra, is set up for implementation of rail projects under MUTP and other projects of Railways in the MMR.

The total estimated cost of the project is Rs. 45260 million ($ 943 million )

The World Bank has sanctioned a loan of Rs. 26020 millions ($ 542 million) i.e. 57% of the total cost on 18th of June 2002.

Some facts and figures

  • Over 88% of the commuters in Mumbai travel by suburban trains or BEST buses.
  • Mumbai's Suburban Rail System carries about 64 lakhs (6.4 million) passengers per day.
  • About 4700 passengers travel in a 9-car rake during peak hours, as against its rated carrying capacity of only 1,700.

Partners in MUTP -

* Government of Maharashtra shares 50% cost of the Rail Component or Rs. 17550 million.
* MMRDA provides counter part funds of Rs. 7450 million on behalf of Govt. of Maharashtra.

Project Benefits

Resettlement and Rehabilitation (R&R) of project affected persons

  • 19,128 households / structures affected by MUTP (Road and Traffic Component - 4649 Rail Component - 14479)
  • A Resettlement Action Plan (RAP) prepared for rehabilitation of all the PAPs
  • Site Specific Resettlement Implementation Plans (RIP) for individual sub projects.
  • Rehabilitation to be done as per the provisions of the R and R Policy for MUTP, 1997 formulated by Government of Maharashtra and endorsed by the Indian Railways.
  • Each eligible project affected family to get a tenement of 225 sq. ft. free of cost.
  • Transit accommodation of 120 sq.ft. with all basic amenities when urgent shifting is required.
  • Rehabilitation with active involvement of NGOs and participation of the community.
  • Total cost of rehabilitation Rs. 4678 million.
    Out of total 19128 PAPs, 17800 PAPs already rehabilitated by March 2008

Rail Components

Western Railways 5th line - Borivali to Mahim

  • Scope
    • 5.5 Kms to track from Santacruz to Mahim
    • Modification to Harbour Line flyover near Mahim
  • Cost : Rs. 59 crores.
  • R&R: 151 (in Borivali Santacruz section)
  • Present Status
    • The line from Santacruz to Borivali has been laid and 151 PAP have been resettled.
  • Benefits
    • Complete segregation of main line and suburban trains during the peak hours in Borivali - Mumbai Central section.
    • 8 additional paths for suburban trains during the morning peak hours.

Kurla - Thane additional pair of tracks

  • Scope
    • Additional pair of tracks 18 Kms from Thane to Kurla
  • Cost : Rs. 166 crores
  • R&R 2986
  • Present Status
    • The work is already in progress and about 50% complete. 1969 PAPs have already been resettled. Total expenditure upto June 2008 Rs. 138.27 crores and outlay for 2008-2009 Rs. 35 crores.
  • Benefits
    • Segregation of main line and suburban train in Kurla - Thane section.
    • All main line Passenger trains to or from Kurla terminus and fright trains to or from Trombay or Kurla yard will not interfere with suburban train operation in CSTM - Thane section.

Borivali - Virar Additional pair of tracks

  • Scope.
    • Additional pair of tracks 26 Kms from Borivali to Virar.
    • Setting up EMU maintenance shed at Virar.
    • Major bridge (2.0 Kms in two stretches) at Vasai creek
  • Cost : Rs. 509 crores
  • R&R : 501
  • Present Status
    • The work is completed. 105 PAPs have already been resettled. Total expenditure upto June 2008 Rs. 488 crores
  • Benefits
    • Almost double carrying capacity during peak hours in Virar - Borivali section, which is the second heaviest section in Mumbai suburban network.

Road Components

Jogeshwari Vikroli Link Road (JVLR)

JVLR is one of the five major East - West links proposed in suburbs to connect Western Express Highway and Eastern Express Highway. This link road is existing today. However, at present it has 2 - lane carriage way which is inadequate. It is proposed to widen this road to 6 - lane divided carriage way with a right-of-way of about 35 meters. Two flyovers are being constructed along the link road by MSRDC. The cost of this project is estimated at Rs. 1680 million. In all 1201 PAHs will be affected by this project.

Pedestrian Grade Separation Schemes

In order to provide safe and exclusive pedestrian crossing and to reduce vehicular delay due to pedestrian signals, Pedestrian Grade Separation Schemes are proposed at 30 major intersections and mid block in the Island City and Suburbs. The estimated cost of these works is Rs. 709.44 million.

Status of MUTP projects:
All the project components are in advance stage of implementation and are expected to be completed by December 2009.

In order to further improve the suburban railway services extremes of network and operations, MRVC has formulated MUTP II to be funded under the same formula of on going MUTP. Government of Maharashtra and Ministry of Railways have approved the project.
