Many of the Mumbai's development problems arise from the concentration of the Government offices, business and commercial houses and wholesale markets of all kinds in the South part of the city. Though initially these provided the impetus for the growth and development of the city, they also aggravated urban problems of unruly traffic, congested streets and overcrowding. With a view to reducing congestion in South Mumbai, the State Government and the MMRDA decided to shift the wholesale markets located therein. In pursuance of this policy decision, onion and potato wholesale market, the wholesale markets of sugar, spices condiments, dry fruits and Iron & Steel markets have already been shifted to Navi Mumbai. The wholesale markets of ground nuts, pulses and edible oil etc are also proposed to be relocated in Navi Mumbai. The wholesale agricultural and fruits and vegetable markets are also relocated in Turbhe in Navi Mumbai.

MMRDA extended the loan facilities for shifting the wholesale markets as detailed below:

Shifting of wholesale textile markets from South Mumbai to Bandra-Kurla Complex is under consideration.
