This issue brief examines the impact of the Recovery Act in comparison to the size of the state budget and discusses reasons this approach provides a better measure than comparisons using per capita analysis.

This issue brief examines the rate of Recovery Act expenditures in comparison to projections by the Congressional Budget Office and summarizes additional analysis by the Government Accountability Office.  The report finds that expenditures closely match projections by the budget experts.
